April 10, 2014 - IAE Update on the OpenSSL Heartbleed Vulnerability |

In accordance with updates from OMB and US-CERT, the Integrated Award Environment (IAE) surveyed all IAE systems to determine if they were impacted by the Heartbleed Vulnerability. We validated the following systems do not use the software affected by the Heartbleed Vulnerability: SAM, FPDS-NG, FBO, eSRS, FSRS, CFDA, and WDOL.
CPARS, PPIRS and FAPIIS have been updated to OpenSSL version 1.0.1g which resolved the vulnerability. All users are required to reset passwords for these three systems upon next log-in. There is no evidence of a security incident on any of the systems.

A new National Interest Action value ‘Oklahoma Tornado and Storm 2013’ has been added to track the relief contracts.
For Web Portal users the value ‘Oklahoma Tornado and Storm 2013’ is available for selection in the National Interest Action field dropdown. The Contract Writing systems using V1.4 shall use the code ‘T13O' when creating/updating documents through Business Services.
National Interest Action value ‘Oklahoma Tornado and Storm 2013’ is valid from 05/20/2013 to 11/19/2013.
Contracts reported against 'Oklahoma Tornado and Storm 2013' will be available in National Interest Action report Thursday 5/23/2013. |

FPDS-NG shall mandate on all actions with a Product or Service Code as a 'Service' and that are signed on or later than 03/01/2012 to indicate whether they are 'Closely Associated', 'Critical Functions', 'Other Functions' or a combination of 'Closely Associated' and 'Critical Functions' in the "Description of Requirements".

Section 1331 of the Small Business Jobs Act of 2010 |

FPDS-NG will be modified to implement the Section 15 of the Small Business Act (15 U.S.C. 644), as amended by this “Jobs Act 2010”. This allows a different set aside on orders placed against multiple award contracts for small business concerns.
Two new values will be added to the data element “Fair Opportunity/Limited Sources” on a Delivery Order/Task Order (DO/TO) to a Multiple Award IDV (FSS, GWAC or Multiple Award IDC)), a Part 8 BPA and a Part 8 BPA Call.Both of these new values, when chosen, will allow the Contracting Officer to choose certain “Type of Set Aside” values that are different from the Set Aside values on the IDV.

New Web Services to accommodate PPA (Prompt Payment Act) |

OMB is advising agencies to reduce the time for paying small businesses from 30 days to 15 days. FPDS-NG is providing a web service that finance systems could utilize in identifying these small businesses to assist them in meeting the Prompt Payment rule/act (PPA) issued by OMB.

New Interagency Contract Directory (ICD) |
|
The main purpose of ICD is to help agencies take advantage of interagency contracts by supporting market research and the identification of suitable contracts that can facilitate the efficient and effective placement of orders, including with small and disadvantaged businesses. The new ICD will strengthen both of these goals by making the tool more intuitive and easier to use.
