Recovery Act Funded Contracts Print

New Instructions for Identifying Recovery Act funded Awards in FPDS after July 10, 2010

These instructions represent a change from the instructions provided in OMB memorandum M-09-10, dated February 18, 2009.

If you use
the web portal or a contract writing system combination GUI/Business Services, report all Recovery Act funded actions in FPDS as follows:

  1. Select American Recovery and Reinvestment Act ( code ‘ARRA’) in the Initiative field; and
  2. Input the Treasury Account Symbol (TAS) in the TAS fields provided.
If you use a contract writing system’s Business Services only interface (i.e., you never see the FPDS input screens) and the contract writing system has certified to FPDS V1.4, report all Recovery Act funded actions using your contract writing system and it will send the following information to FPDS fields:
  1. ‘ARRA’ in the Initiative field; and
  2. The Treasury Account Symbol (TAS) in the TAS fields.
If you use a contract writing system’s Business Services only interface (i.e., you never see the FPDS input screens) and the contract writing system has not certified to FPDS version 1.4, report all Recovery Act funded actions in FPDS as follows:
  1. Enter the Treasury Account Symbol (TAS) and Initiative indicator (described in C below) in the Description of Requirement field before the actual description. The format is specific, so please follow these instructions. The TAS will be preceded by TAS:: and followed by ::TAS. The most common format for the code itself is a two character Agency code followed by a space and the four characters Account code (e.g., XX XXXX, where Xs represent actual numbers from your TAS). Less common is the addition of another space and a three character Subaccount code ( e.g., XX XXXX XXX).
  2. a. If no Subaccount is used, the TAS entered should appear as follows:

    TAS::XX XXXX::TAS

    b. If a Subaccount is used, the TAS entered should appear as follows:

    TAS::XX XXXX XXX::TAS

    c. Next , enter ARRA::yes::ARRA
  3. In summary, if you are using a business services only version 1.3 FPDS contract writing system and you are reporting a Recovery Act funded contract action, you need to include the TAS::XX XXXX::TAS and ARRA:yes::ARRA in the Description of Requirement field (if you use a Subaccount, use the format in 1b above for the TAS followed by ARRA:yes::ARRA).
