Requirements for the Revised Product and Service Codes • FPDS-NG shall incorporate the new Product and Service Codes with a Start Date of 10/01/2015. FPDS-NG shall not allow the new Product or Service Codes to be selected on base contracts with a Date Signed of 09/30/2015 or earlier. When an invalid PSC Code is selected, the referential Validation Rule will display. • FPDS-NG shall not allow end-dated Product and Service Codes to be selected on new base contracts with a Date Signed of 10/01/2015 or later. When an invalid PSC Code is selected, the referential Validation Rule will display. • Modifications to existing contracts will continue to propagate the Product and Service Code regardless of the end-date. • Standard Reports shall display the Product and Service Code and Description based on the dates provide by the users on all Standard Report Query Screens. • Ad-Hoc Reports shall display the old and new Product and Service Codes along with their Description, for the users to choose in the filters. • No Data Management fixes shall be required. • Validation rules shall not be changed. FPDS-NG Inflation Adjustments of Acquisition Related Thresholds The validation table contains the historical threshold values and the Start Date / End Date for the period during which each threshold range was active. Therefore, the Validation Rules do not need to be updated in FPDS-NG, only the validation table containing the dollar thresholds. These new thresholds shall apply based on the Date Signed of the CAR. October 1, 2015 is the effective date of these changes. This date shall be used in the validation table to indicate the end of the old threshold range and the start of the new threshold range. Only the following two changes were required in FPDS-NG. The upper threshold for the Commercial Item Test Program was increased from $12,000,000 to $13,000,000. The lower threshold of the Micro-Purchase Threshold was increased from $3,000 to $3,500. |
