FPDSPMOS-48 - Work Package 1 To support the Small Business Administration’s Women-Owned Small Business (WOSB) program, FPDS-NG shall add four new Vendor Socio Economic Indicators and two new Set-Asides. Additional information can be obtained from the following URL (http://www.sba.gov/content/contracting-opportunities-women-owned-small-businesses)

The four new Vendor Socio Economic Indicators are:
1. Women-Owned Small Business - (WOSB)
2. Joint Venture Women-Owned Small Business - (JVWOSB)
3. Economically Disadvantaged Women-Owned Small Business - (EDWOSB)
4. Joint Venture Economically Disadvantaged Women-Owned Small Business - (EDJVWOSB)

  • FPDS-NG will update the CCR Loading Process to accept and store the following 4 new Vendor Flags.
    • Women Owned Small Business (WOSB)
    • Women Owned Small Business Joint Venture (JVWOSB)
    • Economically Disadvantaged Women Owned Small Business (EDWOSB)
    • Economically Disadvantaged Women Owned Small Business Joint Venture (EDJVWOSB)
  • FPDS-NG will store the new vendor flags for an Award or an IDV when a vendor with those flags is selected. This will happen on ‘Save Draft’, ‘Approve’ and ‘Correct’ operations through the Web-Portal or GUI Services and ‘create’, ‘update’, ‘approve’ and ‘correct’ through GUI Services.

Note: 1. On ‘Correct’ operation for contracts in Version 1.3 and below, the flags will be updated only if the Vendor is changed.
2. This change is not applicable to Other Transactions.

  • FPDS-NG will not show the new flags on the screen and will not return these new flags in any XML response for Version 1.4 and below. There is no version change for users.

FPDSPMOS-48 - Work Package 2 To facilitate the new Vendor Socio Economic Indicator as a part of the new Women-Owned Small Business (WOSB) program, two new values for “Type of Set Aside” have to be added to FPDS-NG Version 1.4:

1. Women-Owned Small Business
2. Economically Disadvantaged Women-Owned Small Business

New Validation Rules have to added to address the new values for "Type of Set Aside".

  • FPDS-NG will add the following new values in the dropdown for the data element “Type of Set Aside”:
    • Women Owned Small Business - (Code through Business Services is ‘WOSB’)
    • Economically Disadvantaged Women Owned Small Business (Code through Business Services is ‘EDWOSB’)
  • The new values for “Type of Set Aside” will be available only for Awards and IDVs in Version 1.4. This change is not applicable for NASA Specific Awards or Other Transactions.
  • FPDS-NG will display the following Validation Rule if the code ‘WOSB’ or ‘EDWOSB’ is sent for ‘Correct’ operation in Version 1.3 or below:

4004 - “The value "<<value>>" for Data Element "Type of Set Aside" is invalid.”

  • The new values for “Type of Set Aside” are valid only effective 18th March 2011. FPDS-NG will display the following Validation Rule if the new values for “Type of Set Aside” are selected and the “Date Signed” of the contract is prior to '4/01/2011':

"If "Type of Set Aside" is ‘Women-Owned Small Business’ or ‘Economically Disadvantaged Women-Owned Small Business’ the “Date Signed” must be equal or later than ‘4/01/2011’"

  • FPDS-NG will display the following Validation rule on base Award and IDV if the “Type of Set Aside” is ‘Women Owned Small Business” and the Vendor does not have any of the new flags (WOSB, JVWOSB, EDWOSB or EDJVWOSB):

10N33 - “If “Type of Set Aside” is ‘Women-Owned Small Business’ the Vendor must be ‘Women-Owned Small Business’, ‘Joint Venture Women-Owned Small Business’, ‘Economically Disadvantaged Women-Owned Small Business’ or ‘Joint Venture Economically Disadvantaged Women-Owned Small Business’.”


  • FPDS-NG will display the following Validation rule on base Award and IDV if the “Type of Set Aside” is ‘Economically Disadvantaged Women Owned Small Business” and the Vendor does not have the new flags (EDWOSB or EDJVWOSB):

10N34 - “If “Type of Set Aside” is ‘Economically Disadvantaged Women-Owned Small Business’ the Vendor must be ‘Economically Disadvantaged Women-Owned Small Business’ or ‘Joint Venture Economically Disadvantaged Women-Owned Small Business’.”

  • All Validation Rules mentioned above will be displayed on the following operations:
    • ‘Valdidate’, ‘Approve’ and ‘Correct’ operations through Web Portal and GUI Services.
    • ‘isComplete’, ‘isExistingAwardComplete’, ‘isExistingIDVComplete’, ‘approve’ and ‘correct’ operations through Business Services.
  • The Validation Rules 10N33 and 10N34 apply to Version 1.4 only.

FPDSPMOS-48 - Work Package 3 To address the new values for Type of Set Asides, the existing Validation Rules have to be modified for Version 1.4.
  • FPDS-NG will update the following Validation Rules for Awards and IDVs to include the new values for “Type of Set Aside” in Version 1.4. FPDS-NG shall continue to display the following existing Validation Rules for Version 1.3 and below:

Note: The Validation Rules do not apply to NASA Specific Awards but the flags will be stored on them.

  • The following Validation Rules will be displayed on the following operations:

  • FPDS-NG will have another version of the ATOM Feeds which display the following new Vendor Flags under ‘vendorSocioEconomicIndicators’ XML Tag:

  • FPDS-NG will update the “Women Owned Small Business” column in Summary Report of “Small Business Goaling Report” to include WOSB, JVWOSB, EDWOSB and EDJVWOSB having CO Business Size Determination as ‘Small Business’ in addition to WOB having CO Business Size Determination as ‘Small Business’ for the following Standard Reports:
  • FPDS-NG will add new columns in “Competition Based on Obligations Report” for the two new Type of Set Asides in the “Competitive Details” workflow. The Data for the columns will be as follows:
    • For Women-Owned Small Business Set Aside: All V 1.4 contract actions (except DOs against multiple award contracts (FSS, GWAC and multiple award IDC), Part 8 BPAs and Part 8 BPA Calls) where Extent Competed = Full and Open Competition After Exclusion of Sources AND Type of Set-Aside = Women-Owned Small Business.
    • For Economically Disadvantaged Women-Owned Small Business Set Aside: All V 1.4 contract actions (except DOs against multiple award contracts (FSS, GWAC and multiple award IDC), Part 8 BPAs and Part 8 BPA Calls) where Extent Competed = Full and Open Competition After Exclusion of Sources AND Type of Set-Aside = Economically Disadvantaged Women-Owned Small Business.
  • The following two known issues with "Competition Based on Obligations Report" are going to be addressed
    • Post CLOD BPA/BPA Call modifications to a Pre CLOD base are currently being treated at Post CLOD and looking at the Fair Opp. These should be treated as Pre CLOD and look at Extent Competed
    • Version 1.2 Post CLOD Delivery Order bases should be treated as Post CLOD. V1.2 is currently being treated as Pre CLOD by the Competition report
  • FPDS-NG will display the new Vendor Flags in Award Detail for the following Standard Reports:

FPDSHD-84391 The ATOM FEED Specifications contain "transactionSource" XML tag under "transactionInformation", however it does not contain any value. FPDS-NG will update the Award and IDV ATOM FEED specifications for all versions to remove “transactionSource” XML Tag from “transactionInformation”. Yes
FPDSPMOS-48 CCR has started sending the new WOSB flags vendors with 2/22/2011. However, FPDS-NG will be able to accept and process the new flags in production from 04/01/2011. Thus, FPDS-NG will not have the flags checked for the contracts having these vendors.

FPDSHD-82566 In Small Business Goaling and Small Business Achievements by Awarding Organization Reports, the "Type of Set Aside" on 1.4 BOAs and Part 13 BPAs are taken into consideration for Part 13 BPA Calls and DOs referencing BOAs. "Type of Set Aside" on those contracts will always be empty.
  • For the column "8(a) Procedures", "Type of Set Aside" on the DOs and the Part 13 BPA Calls will be considered when these awards reference V 1.4 BOAs and Part 13 BPAs respectively.

FPDSHD-85376 There is an issue on 'Correct' of IDV which allows the vendor information on Referencing Awards to be different from their Referenced IDVs.
  • If an IDV has a Novation Mod too and the Mod of the Delivery Order references the Novation Mod of the IDV and base of the Delivery Order references the base of the IDV;

The Data Element "Contracting Officer’s Business Size Selection", "Contractor Name" (Version 1.3 and below) and "CCR Exception" should be propagated along with all the other vendor information from the IDV to the respective modification or base Delivery Order based on the "Date Signed" on 'Correct' or 'Approve' of the IDV.
